The only global stampede was the one that happened that one time, but all of them happened in dungeons that were left alone for a while. No one knew the exact conditions that triggered a stampede. A lot of people figured it’d be fine if people hunted in those dungeons, but I’m sure higher ups worried if that was all there was to it.
